4th CAN International Conference on Community-Based Rehabilitation

Posted on 12 August 2010 by ILEP

Linking community-based rehabilitation (CBR) with disability and rehabilitation and the launch of the WHO, ILO, UNESCO and IDDC guidelines on CBR is the theme of this Conference, which is to be held 26th – 29th October 2010 in Abuja, Nigeria.

The main aims of the Fourth CBR Africa Network (CAN) Conference are:

  • to promote the practice of CBR in Africa; and
  • to provide the opportunity for people to share information, knowledge and experience about how disability concepts, CBR and rehabilitation programmes can link together to help improve the quality of lives of persons with disabilities and their families.

On 27th October, a new set of Guidelines on CBR, produced jointly by the International Disability and Development Consortium (IDDC), the International Labour Office (ILO), the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the World Health Organization (WHO), will be launched. These Guidelines have been in the making since 2004. Collaborators have included not only persons from UN organisations, but individuals from disabled peoples’ organisations and non-governmental organisations, such as ILEP Member, the Associazione Italiana Amici di Raoul Follereau (AIFO).

These Guidelines provide guidance on using CBR programmes to secure the rights to which people with disabilities are entitled, reflecting an evolution of CBR programmes over the past twenty years towards obtaining more of the opportunities enjoyed by others for those who are affected by disabilities. There is step-by-step guidance on initiating and sustaining CBR programmes to ensure that the benefits of the Convention on the Rights of Persons with Disability reach as many persons affected by disability as possible, including equal access to health care, education, skills training, employment, family life, social mobility and political empowerment.
